but do lots of young people still socialize with the opposite sex anyways ? if so whats the penalty if you get caught by police ?

Yes, young people do it secretly. I don't know what happens if the police catches you, but most probably you'll just get sent home with a warning and then your parents will deal with you. Saudi is being less strict anyway, including Dubai etc.
